Can't understand one thing -
When smb with lvl17 hacks me lvl16, I lose -27, -25 of PR. More over,
Alternatively, I don't find opponents of same or similar lvl to gain +25+27.
What gives more or less PR? on which factors it depends?

If you have high rep, you stand to lose more when being attacked by someone lower. So if you're a low level with high rep you stand to fall fast, because you don't really belong there, likewise a high level with low rep will get a lot for a win, because strictly speaking you shouldn't be there either.
It's why you see a lot of one beam attacks or one access attacks, it's people dropping rep to farm.

I dropped my reputation from 750 to 0. Things changed significantly. Now I meet opponents with resources of +6 level and hack them easily. Also there are many opponents of same and lower lvl, which seem very weak, so it's good way to get resources.
So, the key difference is that system finds you networks of similar reputation. Not level. However, range of levels are restricted anyway.

With level it's + a lot. - about 7.
Rep range actually looks as if it increase as you go up. But since a lot stay low it looks like it's narrow. Actually if everyone played rep correctly the searches would probably work a lot better. But people need to farm hard in their 20's and a lot of inactive easy bases are of low rep.
I'm finding at level 45 it doesn't really matter.
I stay low, but the new search finds people at a higher rep easier and in many ways it's better a little higher. At 500-600 I was finding everyone.
I dropped and stayed low for fun. But fancy a new skin so will go high soon.

True, rep up to 100 gives me great opportunities for farming.
Being on lvl 16, I just got 5500 btc from lvl 25. Fantastic.
If I were rep 750, I could hardly beat 16-18 lvls, they were extremely strong.
