How about adding a 'lock icon' over the program slots of a node (hexagons in upper right corner when hacking) if you cannot install programs on that node? Wouldn't it be pointless? While I do agree that shockers need to be limited, having a small hardcap on them will just make level 20-35 min/maxer bases untouchable since you need a Slough of shockers just to proceed against level 1 nodes protected by a gold or white sentry Protector is by far a better program to combat "high...

One potential issue with Recap's idea: some people would try to exploit that system with alt accounts to keep their main account un-hackable. I'm sure a safeguard could be put in place.

Another issue is: why not just instant-compile your programs?
