Ranking of countrys [RESOLVED]

The problem in ranking countries is reputation. Only adding the reputation of 10 hackers in my country and double the number that shows the ranking.
How does this really work?

Thank you very much for the answer and sorry for not looking previously in wiki. I thought that the number of rankings in countries was the sum of reputation of all their hackers.
Now be well informed.
Anyway they should invent a ranking system where we can depend on our commitment to upload it and not depend on other people who do not know who is on our team. Surely there are inactive accounts are losers and makes it impossible to rank subor country.

The points themselves do decay over a period of time, so a regular commitment could indeed be required for countries with less representation. Hacking someone of your own coutry, just for the resources for example, would result in zero gain, as the attack and defender would both gain/lose a point for their win/loss.
