5 km? ...50 km? ...500 km?

"Nearby" Ranking Board

I'm curious to know how big the area is, for the "Nearby" Ranking board.

Is the "Nearby" area defined by a radius from the player's game IP? If so, is that radius a constant, or does it vary, based upon global position?
