I admit Shocker seems like the meta end-game that you absolutely needs for choke points on high levels. But if having them means guaranteed sweeping, and the only drawback is that it's slow to make them, seems not that fair. And like you mentioned, you can bring alot of them on high level. Solution ...

How about: A way to degrade programs, but with a price. Each program viewed on "Develop Programs" now will have a "Degrade" option, which costs twice as much the selected program's previous upgrade cost and thrice the amount of time needed for the evolver to de-level the selected...

Only 2 known ways:
1. refresh world screen until you find him/her
2. hoping s/he would attack you so you can do a retrace on him/her.
